Vietnam A321 near Can Tho on Aug 7th 2014, descended lower than cleared
A Vietnam Airlines Airbus A321-200, registration VN-A324 performing flight VN-1203 from Hanoi to Can Tho (Vietnam), was nearing the top of descent into Can Tho when the aircraft was cleared to descend from FL340 to FL320 and was advised that there was conflicting traffic in opposite direction at FL310. The crew however descended their aircraft to FL300 resulting in TCAS Resolution Advisories in both aircraft. Both crews complied with the resolution advisories and continued the flights for safe landings.
Vietnam's Civil Aviation Authority (CAAV) reported flight VN-1203 was cleared to descend to FL320, the crew had been advised of traffic in opposite direction at FL310, but descended to FL300 triggered TCAS resolution advisories in both aircraft. Both crews carried out the instructions by the TCAS resolving the conflict. The CAAV decided to revoke the licenses from both pilots of VN-1203 indefinitely but stated, that the pilots require retraining and after the authority felt confident they are qualified for the job they would be re-issued licenses.
