SA Express CRJ2 at Johannesburg on Aug 28th 2014, flaps problems twice after departure

A South African Express Canadair CRJ-200 on behalf of South African Airways, registration ZS-NMF performing flight XZ-1231/SA-1231 from Johannesburg to Nelspruit (South Africa), was climbing out of Johannesburg when the crew stopped the climb at 9000 feet reporting problems with the flaps and returned to Johannesburg for a safe landing about 15 minutes after departure.

The aircraft departed again after about one hour on the ground but again stopped the climb at 8000 feet due to flaps problems and returned to Johannesburg a second time for a safe landing about 15 minutes after second departure.

A passenger reported the crew indicated twice they were returning to Johannesburg due to flaps issues. The passengers were rebooked onto a later flight.
