Expressjet CRJ2 at Peoria on Jan 21st 2014, could not retract flaps

An Expressjet Canadair CRJ-200 on behalf of Delta Airlines, registration N857AS performing flight EV-5346/DL-5346 from Peoria,IL to Detroit,MI (USA) with 29 people on board, stopped the climb out of Peoria at 5000 feet when the crew could not fully retract the flaps. The aircraft returned to Peoria for a safe landing about 40 minutes after departure.

The incident aircraft was able to depart again after about 4 hours on the ground and reached Detroit with a delay of 4.5 hours.
