Endeavor CRJ2 at Syracuse on Mar 23rd 2014, could not retract nose gear

An Endeavor Airlines Canadiar CRJ-200 on behalf of Delta Airlines, registration N8477R performing flight 9E-4117/DL-4117 from Syracuse,NY to Detroit,MI (USA), was climbing out of Syracuse's runway 28 when the crew requested to stop the climb at 4000 feet reporting the nose gear did not retract. The aircraft returned to Syracuse for a safe landing on runway 28 about 22 minutes after departure and stopped on the runway reporting they had no nose wheel steering. The aircraft was towed off the runway.
