Carson SW4 at Regina on Jan 10th 2014, overran runway on landing

A Carson Air Swearingen SA-227AC Metro, registration C-FJKK performing freight flight 8059 from Saskatoon,SK to Regina,SK (Canada) with 2 crew, had diverted to Saskatoon earlier the day due to weather. The aircraft subsequently continued to Regina and touched down on Regina's runway 13 at about 17:07L (23:07Z) but overran the end of the runway and came to a stop about 300 feet past the end of the runway nearly perpendicular to the extended runway center line. The crew subsequently declared emergency and evacuated the aircraft without injuries, the aircraft sustained minor damage to the left hand propeller.

The Canadian TSB reported that the aircraft landed with about 5 knots of tailwind and touched down about half way down the 7900 feet long runway, at the time of the occurrence the cloud base was at 200-500 feet, the visibility was 0.25 statute miles in freezing fog, the Canadian Runway Friction Index (CRFI) was 0.5 (indicating medium to good braking action).

NAV Canada reported that the controller observed the aircraft touch down on ground radar and instructed the aircraft to vacate the runway and report clear of the runway, the crew however replied they had gone off the end of the runway and declared emergency. The runway was closed for about 150 minutes as result.
