A Westjet Boeing 737-700, registration C-GRWS performing flight WS-1233 from Fort Lauderdale,FL (USA) to Toronto,ON (Canada) with 143 people on board, was on approach to Toronto's runway 06R when the crew initiated a go around reporting flaps problems. The aircraft entered a holding for about 20 minutes, then declared emergency and minimum fuel. The aircraft landed safely on runway 05 about 15 minutes after declaring emergency.

The Canadian TSB reported the crew received a flaps indication and entered a hold to work the checklists. They determined the indication was due to a trailing edge flaps disagree and declared emergency and minimum fuel. The aircraft landed safely with flaps at position 15 degrees, 3200lbs (1452kg) of fuel were remaining on board after landing. Maintenance found no faults with the flaps agreeing with all selections along the range of movement and returned the aircraft to service.
